It is important for residents to attend the public hearing that will be held at the Carlinville Public Library, 510 N. Broad St. in Carlinville, at 5:30 p.m. on Thursday, July 18.
It covers the reclamation of refuse disposal areas (RDAs) 5 and 6 at Shay 1 Mine south of Carlinville. Illinois Department of Natural Resources, Office of Mines and Minerals, Land Reclamation Division has received from Macoupin Energy, LLC on March 11 a significant permit revision for Permits 56 and 209. The application includes installation of vertical wick drains and raising the vertical crest to both RDA-5 and RDA-6, located south of Carlinville.
RDA-5 and RDA-6 have been contaminating surface and ground water resources and have been the depositories for imported toxic coal ash. It is interesting that the toxicity of heavy metals in coal ash is ignored. The proposed plan is to dewater the coal slurry in the impoundments and to continue adding even more coal ash to the impoundments until the end of reclamation, around 17 years.
It is unclear where the contaminated water extracted from the coal slurry will be placed or whether it will be treated before it is released. The high hazard impoundments will be made even taller and the safety over time is an issue of concern.
